Emergency preparedness
is a key component in ensuring the public's safety. While
the event of an emergency is highly unlikely, Oyster Creek
works closely and communicates regularly local and state
authorities to ensure the public is protected. Oyster Creek
also understands the importance of well-trained emergency
responders and regularly assists in the training of local
first responders.
Oyster Creek works with the New Jersey Bureau
of Nuclear Engineering, New Jersey State Police, Ocean County
Office of Emergency Management (OEM) and municipal OEMs
to provide annual training to approximately 3,000 emergency
responders in the county. This training is provided at no
cost to the community due to funding from Oyster Creek.
Fire fighters, local and state police officers, emergency
medical technicians and even bus drivers receive training
in emergency preparedness and evacuation planning skills.
In fact, the Department of Homeland Security oversees all
county emergency preparedness courses.
Part of being prepared includes having a
plan in place, which is why the New Jersey Office of Emergency
Management Radiological Emergency Response Plan (RERP) has
addressed a range of protective actions to be developed
for the 10-mile emergency-planning zone (EPZ).
Included among the range of protective responses
an evacuation plan - the movement of the public out of the
affected area. This plan identifies the implementation of
evacuation by State, County and municipal agencies.
The New Jersey State Police, Office of Emergency
Management (NJOEM), under theRadiation Accident Response
Act, prepares the Evacuation Plan and exercises operational
control during any threatened or actual radiation emergency.
It also has the authority to review, approve or modify,
in cooperation with the New Jersey Department of Environmental
Protection (NJDEP), all radiation emergency response plans
and procedures.
Oyster Creek, under federal regulations,
is responsible to provide the State of New Jersey with time
estimates for evacuation of various sectors and distances,
based on a dynamic time-motion study under various conditions,
for the EPZ. Oyster Creek also assists in exercise practice
and planning.
